It is now seen that the British Government have not yet issued the necessary orders to Hong Kong with a view to the carrying into effect of the agreement above referred to.

While testifying to the refusal to deliver up a person indicted for the crime of cheating or fraud (burla) who had taken refuge at Hong Kong, and setting forth the particulars of the negotiation which was settled in April of this year, I beg to request your Excellency to be so good as to take this matter into consideration, and to enable me to furnish the Governor of Macao with the necessary instructions thereupon.
